I have very pale skin and blonde hair, could i pull of a bright, fuchsia pink lipstick?

I'm 20, clear skin, blue eyes, blonde and i have really pale skin. What sort of make-up would look best with this e.g. eye make-up. I'm gonna wear bright blue eyeshadow with it for a superhero themed party, but how could i wear it for an ordinary day? Also any techniques to trying on lipstick in the store to make sure it's the right shade cos i always buy them (don't want to get cold sores of anyone) and than try them and they end up not suiting me. Thanks
