never stop being itchy?

I'm 14 years old. For the past couple weeks (maybe 18-20 days?), my have been so itchy. I stopped shaving around the time it happened I think. Actually, I stopped shaving cause i caused a lot of razor burn and I just decided I didn't want to shave anymore. Could hair growing back still be itchy? I shower every morning, I am very hygienic. I am ually active but I don't think its an std. It usually happens when I am walking, could it just be dry skin? Also I wear tight pants but not overly tight pants and like I said it usually happens when i walk my boxers irritate the hair. It doesn't matter what soap I use either, what is wrong? I would go to doctor but I'd rather no go up to my parents and be like my itch.
